Why the different price? Most people looking for an apartment have a budget for rent plus the cost of utilities.
On Craig's List there is no way to separate the apartments that include utilities from the ones that do not. As you may know, the cost for utilities, esp. heating oil, has skyrocketed. By listing this at a lower price, it reflects the savings you'll see from not being responsible for paying separate bills for electricity, heating, AC, laundry etc.
